Costa Rica and Dominican Republic admin shapefiles

Hello,

I'm very grateful to this website for all the data that they provide. It is extremely useful in my work.

However, I notice that some of the data on administrative areas is incomplete. In particular, I need to find polygon shapefiles of the municipalities (2nd level) of the Dominican Republic and the Districts (3rd level) of Costa Rica.

Does anyone know where I might be able to find this?
